Dear list members,

Yesterday, Edith Cresson officially launched in Paris the European IPR
Helpdesk website and associated telephone helpline.

The IPR Helpdesk is a new initiative funded by the Innovation Programme
of DGXIII. Its aim is to raise awareness as a first step towards
improving the use of Intellectual Property Rights (IPR) protection by
European SMEs in particular and will provide:

* basic information on R&D planning, technical co-operation and the
protection and exploitation of results

* sign-posting the other specialised sources of information and advice
on IPR and patents, including contact points in each Member State of the
EU

* a bullitin board for the exchange of information and best practice by
users of the service

The Helpdesk will also offer customised assistance to the EU programmes'
research contractors. Although it does not attempt to provide a
substitute for the professional advice of patent offices, patent agents
and lawyers.
