In response to the warning from Emanuella, can I make a plea from a
specialist corner of the market. Such restrictions as are threatened
would make access to information and the reading of documents
extremely difficult and expensive, if not entirely impossible, for
all those handicapped people (physically handicapped readers who
cannot hold a book as well as the more obvious group of visually
handicapped readers) who can only access much documentation through
the computer.

If institutions are forced to comply with the proposed legislation
there are insufficient exemptions for the handicapped to enable them
to carry on much of the reading that they can, with difficulty,
currently enjoy.
