You are completely right.

In the Belgian bill we find the words "for didactic use", the same words as
in the copyrightlaw. But in the explanatory memory is explaind that it means
"for the purposes of illiustration for teaching".

I looked up what is in the WIPO treaty. This treaty used from the beginning
that "for the purposes of illustratation...".

The only way out is that the explanatoy memory of the law explaines what it
means. The member states have the right to interpret.
