Discussions on copyrighting material on the Internet have focused on
restricting access to materials, rather than ensuring that proper
payment go to the creators of the material. Branko Gerovac, David
Carver, and Richard Solomon of the Center for Technology, Policy and
Industrial Development suggest that the issue of payment is integral to
discussions of copyright on the Internet. Their white paper "Electronic
Commerce and Intellectual Property" proposes a model for payment of Web
materials that would redirect the focus of electronic commerce toward
easing distribution and payment.
