Dear list subscriber,

The first International Conference on Privacy is being held from 23-26
September in Montreal, intended to examine the different approaches between
North America and Europe relating to the protection of personal data.

According to the organizers, the origin of the conference is the EU
Directive on the protection of personal data adopted by the European Union
in October 1995 which is the subject of curiosity and concern in North
America. The Directive, that guarantees the protection of people in
relation to the treatment of data in the EU, also comprises an external
chapter which will come into force next year. Quotation from a conference
press release:

"This legislation will restrict the exchange of information between the
European Union and countries that do not adequately protect personal
data. But who is to decide what is adequate protection? And how should a
North American company go about exchanging personal data with a
European company? Are we heading toward some form of international
policing of personal information?"

The conference will certainly highlight the different approaches, where the
EU has proceeded through legislation and the United States provides for the
protection of private life being assured by codes of conduct and agreements
reached between industry and consumer representatives. Workshops also
covers topics like

Archives Management : The dilemma between the public's right to know
and the individual's right to privacy

Interconnection of private and public data banks and marketing of public
data banks: Does the end justify the means?

Privacy, information superhighway and Internet: Is it urgent to adopt a
highway code?
