There would be no *international* consequences, as the changes, if
approved, would apply to the USA. The changes would bring the USA
law largely into line with the EU law. I'm not wild about the new EU
copyright laws, but we are stuck with them now, and I cannot see how
we can do much about the US proposals except to give moral support to
the opponents.
