Dear list members,

Yesterday, I saw the conclusions of the opinion of the European
Community's Industrial Research and Development Advisory
Committee (IRDAC) on intellectual property rights. The major
conclusion is as follows:

IRDAC stresses that intellectual property rights (IPR) are of vital
importance to the development and competitiveness of European
industry. IPR enables to protect research investment effectively.

In the last few years the Committee has identified a reduction of the
number of patent applications by the industry in European countries
in relation to their US and Japanese competitors. One of the reasons
for this is the high costs for aquiring a patent and the time consuming
administrative procedure.

IRDAC has called upon the European Commission to reduce the
costs for a patent application and to develop new instruments for an
Community patent system.
