The legal status and even the usefulness of
a "right to development" has been a source of
confrontation between the South and the North since the early
1970s. What is the right to development a right to? Who are
the beneficiaries of that right? Who has the corresponding
obligation? These are among the questions discussed in the
present study. The right to development is being examined from
both a legal and a political perspective, and dissected into
its various components with the aim of outlining its
"hard core."
