From Social Exclusion to Participation

The general aim and idea of this working session is to get to know each other better (different actors in the Baltic Sea Region), to discuss different angles and points of view concerning social exclusion and participation, for instance some of the following questions:

- What do we talk about when we talk about social exclusion or marginalisation? Who is excluded? By whom? What are the alternatives? Are there different kinds of interpretations of social exclusion in different parts of the Baltic Sea Region?
- What is the role of NGOs in cooperation with the public sector in providing social services?
- The role of "non-organised" civic activities (i.e. outside of traditional NGOs). Empowerment of (in) local communities
- Poverty as a cause of social exclusion.
- Can we prevent exclusion by changing the structures of society? What should be done?
- How can we help different actors to find each other and combine resources for promotion of participation?
How do we understand the concepts of participation and inclusion?
