The European Initiative in Electronic Commerce has published "Acccelerating
Electronic Commerce in Europe" (second edition, March 1999) which can be
downloaded at:

It contains describtions of more than 350 projects that took place with EU
funding. It covers, among many others, also topics like IPR and Electronic
Copyright Management, Access and devices or Multimedia Commerce. The book
comes with an index of websites and project acromyms.
