Dear list members,
I have just heard the outcome of the WIPO Informal meeting on Databases
of 17-19 September 1997 in Geneva from Marco Marandola, the EBLIDA
representative at this meeting.
After three days of debate, a majority of the governmental
representatives decided that more study was needed before the discussion
on a possible WIPO Database Treaty should continue. The European
Community was strongly in favour of the introduction of an international
sui generis right to protect the maker of a database from extraction and
utilization by others of the content of a database.
An overall majority of the governmental representatives urged for a
proper balance between the copyright owners and the larger public
interest, particularly, education, research and access to information.
It is unlikely that a possible WIPO Database Treaty will be adopted
before the end of this century.
