The project combines an underground bedrock civil defence shelter and a well-equipped public swimming pool. The spatial programme included a 50-metre pool for various age groups and various forms of exercise.

The subterranean location and lack of daylight make the pleasantness of the complex all the more important. The rough-cut rocky walls create an open scene contrasting with the colourful architectural surfaces. Adapting the civil defence shelter, air conditioning, and lighting technique in the spatial programme formed a significiant part of the general scheme. The sail and plane elements of the bridges form a part of the acoustic design.
