The Finnish Embassy in Tallinn is housed in the Toompea area, a former palace of a noble family, whose origins are from the Middle Ages, and have since been built in several stages.

The Toompea area is of such historical value that it was not considered proper to introduce new architecture too conspicuously. The new parts and additions have been realized using a new form language, which is apparent only when examined close-up. The design does not create an image of Finland, but instead aims to highlight the Estonian cultural history preserved as fragments in the building.
