Harakkamäki is part of a large 1970s multistorey suburb. The area has a history of accumulating social problems. The objectives for the basic improvements were extensive, including the improvement of attractiveness, maintenance, communal activities and esteem of the area. In addition to physical improvements, the project included cooperation between various authorities and residents in a number of ways.

Two buildings recieved new six-storey extensions at their ends, furnished with elevators and providing 41 new flats. The entrances were provided with canopies, and fences and pergolas were constructed close to the saunas and ground floor flats. Also the courtyards were improved.
