The new building is situated between a 1904 Russian Art Nouveau villa and the 1934 Finnish Embassy building. The L-shaped new building is entered from its corner, with the multipurpose facilities, dining rooms, combined sauna and swimming pool on the ground floor. The office facilities are on the first floor, with the dwellings above. The concrete bearing structure has a rendered brick facade, combined with stainless steel louvres and exterior metal constructions.
