The municipality of Copenhagen and the Danish state issued an international ideas competition for planning of Ørestad. The new district of the city of Copenhagen is to be built during the next thirty years between the historical centre and the international airport, in the border area between the city and a wide, natural recreation area.

The most important infrastructural elements, the local railway and the Ørestad boulevard, split the long and narrow site longitudinally, while the highway and railway to Sweden cut it transversely.
